Key objectives
- strengthen community participation in coastal and marine decision-making
- support inclusive climate adaptation pathways and nature-based solutions (NbS)
- improve the integration of participatory approaches into ICZM and Marine Spatial Planning (MSP)
- enhance the capacity of public authorities, civil society, and experts to jointly address climate risks in coastal areas.
Main results
Within INCORE-MED, two advanced participatory methodologies are tested and adapted across four pilot sites in the Euro-Mediterranean region:
- Democracy Labs (DLabs) – Kaštela (Croatia) and Algarve (Portugal)
Structured citizen-centred dialogue spaces where citizens, civil society and public authorities co-design new participation formats and governance rules, with a strong focus on inclusion, transparency, and trust. - SWAP – Scenario Workshops & Adaptation Pathways – Catalonia (Spain) and Sardinia (Italy)
A participatory method combining climate scenarios and expert analysis to support co-design of long-term, socially accepted climate adaptation pathways.
Through the application of these tools in different territorial and governance contexts, INCORE-MED will:
- create and update participatory cartographies and climate risk perception maps
- integrate climate adaptation and inclusive governance strategies into local and regional action plans and strategies
- produce methodological guidelines, toolkits, and online training modules for transfer to other Mediterranean coastal areas.
Role of PAP/RAC
PAP/RAC plays a key role in ensuring the policy transfer, durability and Mediterranean-wide uptake of INCORE-MED results. As the leader of Work Package 4 – Transfer of products, replicability and dissemination – PAP/RAC coordinates policy transfer, advocacy, and capitalisation activities, including the development of policy briefs, methodological guidelines and online training modules, ensuring strong links with ICZM and MSP frameworks under the Barcelona Convention.
