A Regional Expert Workshop on Designing Climate-Resilient Landscapes took place in Bilbao, bringing together policymakers, practitioners, and experts to exchange knowledge and contribute to the development of new European guidance on climate adaptation at landscape level. Organised on behalf of the Directorate-General for Climate Action (DG CLIMA) of the European Commission, the invitation-only workshop was held from 28 to 29 October 2025 at the Tecnalia offices in the Bizkaia Science and Technology Park.
The event responded to the growing impacts of climate change on Europe’s landscapes, including droughts, floods, erosion, and biodiversity loss. In this context, the European Commission is developing a user-oriented guidance document to support national, regional, and local authorities, spatial planners, landowners, and practitioners in designing and implementing climate-resilient landscapes, in line with EU climate adaptation and biodiversity objectives. PAP/RAC, on behalf of the DesirMED project, contributed in particular to the chapter related to coastal challenges.
Through keynote presentations and interactive breakout sessions, the workshop fostered in-depth discussion and peer exchange among experts working on landscape-level resilience and adaptation. This participatory format enabled participants to contribute their experience and ideas directly to shaping guidance that is both practical and responsive to on-the-ground needs. The workshop marked an important step in the European Commission’s efforts to strengthen climate resilience across Europe’s landscapes, reinforcing the value of collaboration, knowledge-sharing, and expert engagement in supporting effective and integrated climate adaptation strategies.
