PAP/RAC Contributes to Key Climate Resilience Initiatives Launched at Ecomondo 2025

PAP/RAC actively contributed to the development of the Manifesto for Strengthening Climate Resilience and Adaptation of Maritime Regions,” which emerged from the conference “Coastal Regeneration as a Key Factor for Climate Change Adaptation,” held on 4 November at Ecomondo 2025. Ecomondo is one of Europe’s foremost international fairs on ecological transition, sustainability, and environmental innovation. The Coastal Conference, traditionally held as part of the fair, provides a platform for dialogue between public institutions, research organisations, and practitioners.

At the conference entitled “Coastal Regeneration as Key Driver for Climate Change Adaptation”, two important and complementary initiatives were launched to strengthen climate resilience and adaptation of coastal and maritime territories: the Manifesto for Maritime Regions and the Blue Pact of the Two Seas. The conference featured roundtable discussions on the state of advancement of coastal adaptation policy tools and on strengthening cooperation among stakeholders to accelerate climate adaptation efforts.

The Manifesto calls on European policymakers and stakeholders to mobilise adequate resources, align governance frameworks, accelerate coastal adaptation planning, and promote innovation, with the aim of making European Maritime Regions more resilient and future-proof. The initiative also contributes to ongoing discussions on the future Integrated European Climate Resilience and Risk Management Integrated Framework, expected by the end of 2026, and on the EU Multiannual Financial Framework 2028–2034, which will shape future priorities and investments in climate adaptation.

The Manifesto is promoted by a coalition of organisations including MASE, CRPM, PAP/RAC of  UNEP/MAP, UN-DCC-CR, GNRAC, CMCC Foundation, SINLOC, and the Municipality of Livorno, and remains open to additional organisations willing to endorse and support its objectives.

The initiatives also included the “Blue Pact of the Two Seas,” a cooperation protocol between the cities of Livorno and Rimini, focusing on climate adaptation, coastal governance, and sustainable water management. The Pact aims to develop replicable models of coastal governance centred on the protection of coastal and marine ecosystems, sustainable water management, and the development of a circular blue economy.

Through its participation in Ecomondo 2025, PAP/RAC reaffirmed its commitment to supporting climate-resilient coastal development, promoting integrated coastal and marine management, and strengthening cooperation between regions, cities, and institutions in response to climate change.
