Today, a bit over two years after it was opened for ratifications, the ICZM Protocol entered into force! Such a short period of time needed for this Protocol to enter into force expresses the full commitment of the Parties to implement the provisions set out in the frame of this Protocol. Being a unique legal instrument for sustainable coastal development, the ICZM Protocol provides an effective way to ensure that human actions are undertaken with a concern for balancing economic, social and environmental goals and priorities in a long-term perspective.
The other most innovative legal instrument for environmental protection in the Mediterranean, the Offshore Protocol of the Barcelona Convention also enters into force today. The Protocol aims at establishing an effective management system to protect the Mediterranean Sea from pollution resulting from exploration and exploitation of the continental shelf, the seabed and its subsoil, and organise a mutual assistance in cases of emergency. The Offshore Protocol establishes a system of authorization, monitoring and strict liability in case of damage, with a view to limit impact on natural resources, biodiversity and population.
