The ProtoGIZC project is implemented by IDDRI (Institut du développement durable et des relations internationales), based in Paris. PAP/RAC is one of the partners in the project and a Steering Committee member. PAP/RAC contracted IDDRI to prepare some of the crucial elements of the ICZM Protocol implementation, namely, an Explanatory Guide for the ICZM Protocol. This is an in-depth analysis of the Protocol’s provisions in order to gain a more precise understanding of its fundamental objectives and its legal scope. The second part of ProtoGIZC is to elaborate a comparative study of the legal and institutional Croatian structure and the ICZM Protocol, identifying potential conflicts and disharmony between the two frameworks. This project is linked to PAP/RAC work programme 2010-11 and to GEF LME project.
The 1st meeting of the Steering Committee was held in Paris, on 6 February 2010. At the meeting, the main steps and methodology of the ProtoGIZC project were presented and discussed; the ICZM Protocol and the European Community Law were presented; and the Protocol project on replicability in the Indian Ocean was discussed. The meeting was a good opportunity to steer the process of the project implementation, and to discuss the timeframe and details related to the implementation of the project in Croatia.
