Forum was held in the premises of the Convent of San Giuseppe, Cagliari, Sardinia (May 28 - 29, 2004). It was organised with the support of the Ministry of Environment and Territory of Italy, the Autonomous Region of Sardinia and the Province of Cagliari. The principal organiser was PAP/RAC. It was assisted by the WWF Mediterranean Office in Rome.
The Forum was attended by more than 120 participants from most of the Mediterranean countries, representing various stakeholder groups, such as: Ministries for the Environment/Physical Planning; Ministries for Tourism, Infrastructure, Public Works and/or Development; local and regional coastal authorities; international organisations; scientific community; and NGOs. Also, the meeting was attended by the representatives of METAP, MAP, its Regional Activity Centres (BP/RAC, CP/RAC, MEDPOL, REMPEC, and SPA/RAC). The Forum was a successful event where important inputs for the drafting of the Protocol were proposed. Provided were valuable suggestions and recommendations on its structure and level of detail of its legal provisions in order to come to a well balanced and harmonised text.

Contracting Parties to the Barcelona Convention, at their 13th Meeting in Catania (November 2003) based on results of the Feasibility Study prepared prior to that meeting, adopted a recommendation to "…prepare a draft text of the regional protocol on integrated coastal management, on the basis of a broad process of consultation among experts and all other interested parties in view of its consideration by the CPs." To that end, the Regional Forum on ICAM was envisaged to be the first step in the consultation process.
