{"id":8221,"date":"2026-03-31T07:27:42","date_gmt":"2026-03-31T07:27:42","guid":{"rendered":"https:\/\/paprac.org\/projects\/slovenia\/"},"modified":"2026-06-02T14:26:06","modified_gmt":"2026-06-02T14:26:06","slug":"slovenia","status":"publish","type":"project","link":"https:\/\/paprac.org\/fr\/projets\/slovenia\/","title":{"rendered":"Slov\u00e9nie"},"content":{"rendered":"<h2>Vue d\u2019ensemble du projet<\/h2>\n<p><span style=\"font-weight: 400;\">Le PAC Slov\u00e9nie s\u2019est concentr\u00e9 sur la r\u00e9gion c\u00f4ti\u00e8re du pays, petite mais dens\u00e9ment peupl\u00e9e, ainsi que sur son arri\u00e8re-pays adjacent. Selon l\u2019\u00e9chelle de planification, la zone du projet comprenait trois municipalit\u00e9s c\u00f4ti\u00e8res et huit municipalit\u00e9s de la r\u00e9gion de l\u2019arri\u00e8re-pays de Carse-litorale.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Abritant environ 100 000 habitants (dont 80 % vivent le long de la c\u00f4te), cette r\u00e9gion \u00e9conomiquement dynamique d\u00e9pend fortement des services, du tourisme, du transport maritime (notamment le port de Koper) et, dans une moindre mesure, de l\u2019agriculture. Malgr\u00e9 un fort d\u00e9veloppement, des disparit\u00e9s subsistent entre les zones c\u00f4ti\u00e8res et int\u00e9rieures.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Plusieurs probl\u00e9matiques environnementales et de planification interconnect\u00e9es ont \u00e9t\u00e9 identifi\u00e9es :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Infrastructures incompl\u00e8tes de traitement des eaux us\u00e9es et des d\u00e9chets solides<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Gestion insuffisante des zones prot\u00e9g\u00e9es<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Protection de l\u2019eau potable et planification des besoins futurs en eau<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00c9talement urbain et pressions sur l\u2019utilisation des sols<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Pollution c\u00f4ti\u00e8re et marine li\u00e9e aux activit\u00e9s maritimes<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lacunes dans les donn\u00e9es environnementales et les syst\u00e8mes d\u2019information<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2>Objectifs principaux<\/h2>\n<p><span style=\"font-weight: 400;\">Le PAC Slov\u00e9nie visait \u00e0 :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">int\u00e9grer la planification c\u00f4ti\u00e8re et celle des bassins versants, conform\u00e9ment \u00e0 la Directive-cadre sur l\u2019eau de l\u2019Union europ\u00e9enne ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">renforcer les cadres r\u00e9gionaux de planification spatiale et de d\u00e9veloppement durable ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">am\u00e9liorer la coop\u00e9ration entre municipalit\u00e9s et secteurs ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">renforcer les capacit\u00e9s institutionnelles et promouvoir la participation des parties prenantes ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">fournir des outils pour assurer la durabilit\u00e9 environnementale et \u00e9conomique \u00e0 long terme.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2>R\u00e9sultats et r\u00e9alisations<\/h2>\n<p><span style=\"font-weight: 400;\">Un large \u00e9ventail de parties prenantes a particip\u00e9 au projet \u00e0 travers un comit\u00e9 de pilotage compos\u00e9 d\u2019environ 50 membres, incluant des repr\u00e9sentants municipaux, des minist\u00e8res, des entreprises, des syndicats et des ONG. Cette structure inclusive a permis de garantir la pertinence \u00e0 long terme et l\u2019appropriation des r\u00e9sultats du projet.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Les principales r\u00e9alisations comprennent :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">le renforcement de la collaboration entre municipalit\u00e9s et niveaux de gouvernance ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">un cadre de planification int\u00e9gr\u00e9e reliant le d\u00e9veloppement c\u00f4tier et int\u00e9rieur ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">des avanc\u00e9es dans la gestion des ressources en eau et des infrastructures environnementales ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">une sensibilisation et une participation accrues en faveur du d\u00e9veloppement c\u00f4tier durable.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2>Suivi<\/h2>\n<p><span style=\"font-weight: 400;\">En int\u00e9grant le PAC Slov\u00e9nie dans une agence r\u00e9gionale active de d\u00e9veloppement, le projet a cr\u00e9\u00e9 une base solide pour assurer sa continuit\u00e9. Il a contribu\u00e9 aux processus permanents de planification nationale et align\u00e9s sur les politiques de l\u2019Union europ\u00e9enne, tout en proposant un mod\u00e8le d\u2019int\u00e9gration entre planification c\u00f4ti\u00e8re, gestion des bassins versants et am\u00e9nagement du territoire dans des r\u00e9gions petites mais complexes.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">La toute premi\u00e8re action apr\u00e8s l\u2019ach\u00e8vement du projet fut la ratification du Protocole GIZC par la Slov\u00e9nie en tant que premi\u00e8re Partie contractante.
